Will GODOT always resolve to the article level?

Whenever detailed information is available from the publisher, GODOT will link to the article level. Sometimes, though, the information provided is insufficient to link that deeply. GODOT will always look for article level linking, but if unsuccessful, will resolve to the issue, journal, or database level, depending on the information it receives.
